Freelance MEICA & Commissioning Lead - Water Industry Projects (Thames Water Framework) Location: London, Head Office Duration: Contract/Freelance Start: ASAP Rate: Competitive We are seeking an experienced Freelance MEICA & Commissioning Lead to support the delivery of major water and wastewater projects within the Thames Water framework. This role involves leading, planning, and managing the MEICA and commissioning phases throughout the full project lifecycle - from design coordination to final handover - ensuring quality, safety, and compliance at all times.
Key Responsibilities:- Lead and deliver MEICA & Commissioning activities, ensuring alignment with project programme and budget.
- Liaise with MEICA designers, site teams, subcontractors, and Thames Water representatives.
- Champion standardisation, consistency, and best practice across all delivery elements.
- Oversee risk identification, coordination of design interfaces, outages, and commissioning plans.
- Ensure technical compliance with Thames Water specifications, WIMES, and relevant British standards.
- Attend and contribute to technical, commissioning, and client meetings.
- Prepare and lead the production of handover and commissioning documentation (O&M manuals, ACD folders, etc.).
- Promote Health, Safety, and Environmental (HSE) best practice and ensure full compliance with safety procedures.
- Participate in audits and act as LV Authorised Person (AP(E)/AP(M when required.
- Minimum 10 years' experience in MEICA Design, Delivery & Commissioning on complex water sector projects.
- Proven track record with main contractors in the water and wastewater industry.
- Strong understanding of the MEICA lifecycle: ECI, design reviews, RAMS, quality assurance, ITPs, manuals, and handovers.
- Experienced in managing multi-disciplinary teams and subcontractors.
- HNC in an engineering discipline or equivalent apprenticeship background.
- Authorised Person (Electrical/Mechanical) experience on complex systems.
- Valid CSCS/ECS Card, SMSTS, First Aid at Work, Blue Water Hygiene Card, and Thames Water Passport.
- Excellent communication and stakeholder management skills.
- Knowledge of industry standards, statutory legislation, and safety regulations.
- Professional registration (EngTech/IEng/CEng) with IET, IMechE, or SOE preferred.
